Depends what province you go to. I know it's 18 in Quebec - usually older elsewhere in the country. Most people you'll meet in that province are very fluent in English, so you won't have any trouble getting around.
You can also go to Alberta or Manitoba.

This is decided by the provincial governments. For example, in Ontario it is 19 and in Quebec it is 18.
