I'm planning on getting another tattoo, and it's going to be in a kind of fatty area on my body, should I try to tone that area up a little before I get the tattoo?

Tone it up first. If you're not motivated enough to tone it now, you will probably keep getting bigger in that area. Unless your tattoo will look good as it stretches (a rarity), it would be a bad idea to put it into an area that you might not keep toned. See if you can tone the area first and decide if you will be able to keep up with the exercise (a good idea for reasons besides tattoo display). If so, then get the tat. If not, and be honest with yourself, find another spot for the tat....

Don't get it there, because if you do tone up before getting the tat what happens after you gain weight there again.
