Just joke around with him innocently. Talk to him a lot. If he is interested in you, then you shouldn't have to try very hard to turn him on. If he's with you, he probably will be turned on.
Do NOT touch him or talk about perverted things as jokes as others suggested. If you do that, it will lead him on, and you don't want to make him think that you WANT to have sex.

You can flirt with him by smiling while making eye contact, complimenting him, being interested in what he has to say, laughing at his jokes even if they are not funny, asking him for help with something (whether you need the help or not) and then complimenting him on great his help was, etc.
Turning a guy on and still being a "goodie 2 shoes" are not compatible goals. If you are not going to have sex with him then don't send those types of signals. Lust should not be the basis of a relationship, save sex for marriage when you know your gift will be of value to your husband and won't be wasted on one night stands. Hang in there.

smile, tickle, touch him... to tease, could act like u took something from his things (but really do not take anything) he would come, want to get it back even though he doesnt know what it is and u would have fun maybe with him. both would laugh when u told em that u didnt have anything there...
