I have Windows 2000 and system recovery won't work.

Well, if you don't have system restore points for before that, it means you'll have to right click on each shortcut, click properties and then under "target" you'll have to browse and find the actually .exe location. That's the only way.

first off I don't know how you did this and second you may have to just to delete the shortcuts and then just remake the shorcuts yourself by finding the program listed in your start menu and all programs>right click on the program>copy> go back onto the desktop> right click and paste.

Did you check in the recycle bin? If they are there, you may restore them from there.
