To protect his dignity when he was hung. The human body will release everything from the body. Not a pleasant sight. So a long black coat with black trousers and black shoes will hide body excrements.

Maybe he was just being optimistic about where he was going to go when he died??
But seriously, probably the walk from his cell to the death house, at 6AM, was cold, so he was wearing an overcoat. And the scarf was probably to keep the rope from abrading his neck (as if that's a real concern for a condemned man.)

It wasn't a scarf. It was the mask, which he refused to wear. So they wrapped it around his neck. He wore the coat, because he wanted to. He decided to dress up, even to face death, I guess.

he didnt want to catch his death in the cold and that rope can be quite itchy around your neck
