And if they get caught, who arrests them?

Unfortunately we have a few bad apples in law enforcement. It really makes me upset when someone posts that all cops are dirty. We are not all dirty and I have pride in myself for serving my city and the citizens in it!
And example for your questions is this: In my department we had a good officer. He graduated in the top 15% of the class and started work shortly after. Never late displayed no signs of using. Even received several atta boys. In a period of a year and half, his physical features became huge. Unlike other jobs, if a law enforcement officer is described as being a drug user his career is pretty much out the window. Even if he was not using, so you have to be sure! He went to gym almost every day so no one said too much. One day a piece of equipment was broken and the policy stated a urine test must be conduct. Steriods was detected and he was fired immediately. Charges were not pursued due to him not being in possession of any substances at the time. Later his (law enforcement) certificate was revoked. Unlike other jobs, if we (police officers) believe a law enforcement is using illegal drugs, we have a duty to report it to our supervisors or we risk losing our jobs. I do not know any officer that would not report a drug using or dealing officer. And no matter how close friends I am with that officer, if drugs were found, he would be treated just like any other person. We are not above the law.

(when they do get arrested, it is by some other cop looking to get promoted or one that was mad becuase he was not cut in on the original deal)

I couldn't make this up. There was a cop in chicago a few months ago who STOLE the credit card of someone he pulled over and then used this credit card to pay HIS CELLPHONE BILL! (he was placed on paid administrative leave....) it was unreal. The mayor held a press conference. I will see if I can find a link to it on the web and post that site too. Not legally, no. Any other officer can arrest them. Most often the officer is told he is needed at the jail. Of course as you go into the jail you turn in your weapon. Once they have done that, and have cleared the sally port they are placed under arrest and booked.

I suppose there are some out there that do. If they get caught they will be arrested and charged by the officer that catches them.

im pretty sure the police would arrest them if a police officer was caught smoking. and depending on how much they have they'd probably get a misdemener since it seems like everything is a misdemener now...

Of course some do, fellow officers, or internal affairs arrest them

Internal affairs prosecutes them and they lose their jobs. I'm sure it has happened, dont' know how often, but a few unethical folks are sure to slip through the whole evaluation and training process.

Of course...Some of the best weed I ever smoked came from Cop friends....Internal Affairs or a straight cop......if one exists
