I think it is too general of a question. Some crimes are a crime of opportunity. Some are premeditated, and well some, are just a little of both planning and opportunity. Some criminals feel safer under the cover of darkness and feel that their indiscretion will go unnoticed more in the evening hours. So I would assume that when the Sun goes down, one can expect crime to rise, or rather the opportunity for crime to rise. But you have to put all crimes in context, not all crimes are someone robbing, burglarizing or some other physical means. Crime is a 24 hour state of affairs from email scamming, ID theft, credit card fraud, counterfeiting, etc. Crime is present all throughout the day and night, so focus in on what crime you'd like to inquire on.

Probably during the early hours of the morning when most people are asleep. No one around to witness the crimes being committed and the scum who commit the crimes probably sleep all day.

Depends on the crime
Shoplifting - between 9am and 5 pm would be the best bet. The shops are open. Higher at Christmas (presents to get / people will by stolen stuff) and school hols. (kids steal too.)
Assaults - Friday Saturday night between 11 and 3 i guess. Drunk and stupid people.
Burglary - Could be daytime (you're at work) or early hours (you're asleep.)
Domestic assaults - Friday Saturday and Sundays. Very high on Bank Holidays. An amazing number of people seen to hate their partners/family and get drunk when not at work.
Try the government Statistics website#. You might get a graph or each crime group by day of the week and time of the day...

For an accurate answer, you need to specify the type of crime. Most a the answers below are about 'street crime' which is itself somewhat vague. Other types of crime follow different pattens. For example, bank robberies rarely happen at night. The banks are closed and most robberies are not the break in type. Fraud can happen around the clock.

Many crimes are crimes of opportunity, what ever the crime a person wants to commit, it will vary by time and the oportunity to be successful in commiting that crime. Time, daylight, nighttime, weather related, solo or with another criminal, way too many factors.

Outside a city centre it'll be Friday night between 8pm and 0100, andmost of it is caused by kids.
Most burglaries happen between 3am and 5am or in the middle of the afternoon.
It has nothing to do with changing shifts as the shifts overlap with each other, so for a couple of hours youget twice the number of cops.

I don't think you can get an across the board answer for that. Different countries have different ways of policing their state. I'm sure different states in teh US will way different ways of policing too.
The most general answer you can get for your question during in between the hours of dusk and dawn.
As different countries have different hours of day light at different hours of the year... the hours could be any any time.

Statistically I'm not sure, but I can tell you from my work experience that the busiest time is from midnight to four am. (weekend are the busiest) . There are just a lot more people out and about and that's when most of the alcohol consumption is going on.
By the way the answer above mine, is not necessarily true everywhere..... Our shift change is 2am and 7am.

I think it is on a Friday and Saturday night, often people are out socialising or in a drunken stupor so they won't hear the burglar breaking in.
