If the harm done is sexual, the answer is "Yes, among other things".
If the harm done is non-sexual in nature, then it is "just" abuse--but that should be enough to get him de-frocked!

Yes!!!! Jesus stated "Woe to those who scandalise one of these little ones, it would be better for him if he had a millstone tied around his neck and cast to the bottom of the sea".
The problem with child predators is, they will seek whatever means they can in gaining access to a child. what is a position of trust? Priest, scout leader, and so it goes on.
Unfortunately, people then decide to blame all priests and label them the same way, giving them excuses to hate them and the religion. It's going on by the way in many other areas of life, but Catholic priests are the ones we hear about.
The problems of this nature in our church are caused the liberals (who defy the rules) and are allowing homosexuals into the priesthood. They will not admit that just about EVERY child abuse scandal has been committed by a homosexual priest or one with homosexual tendencies. Without exception. Most priests who are heterosexual and gone into the priesthood for the right reasons have not been involved in most cases.
The Pope is now coming down hard on homosexuality being allowed in and he is weeding them out and also weeding out the priests who are soft on homosexuality and other sins.
The priesthood is a tough call, and those going in need to go there for the right reasons, not to gain access to a child. the boys are the ones most frequently preyed upon.
But again, as with any organisation and position of trust, you are going to get those that abuse it.

Of course! And why did you put harm in quote marks? It IS harm, in the worst sort of way!
He should go to jail just like anyone else who molests a child. If school bus drivers and cafeteria workers have to pass police checks, why not priests?

Absolutely not. He is just doing what God tells him to do.
And he is not 'harming' the child, just introducing him to the dark side.
That's what some said at their trial. The nasty judge and jury (certainly unbelievers) did not buy that and prononced heavy penalties.
