I dunno. Our Chihuahua does it, too.
He sees this movement in his peripheral vision, and he's off! He runs after it, and it's just ahead of him, but no matter how he runs, it always stay just a half-step ahead. Then he does a quick lunge, and aha! He catches it, and gives it a good swift bite. Yelp!

I'm not sure why they do this my little guy actually catches his and it seems to be just an expression of great joy or happiness. He does it most often when I come home. Unless it becomes an obsession there isn't anything wrong. If it is all the time then it may be due to a nervous condition which may be something your vet. or animal behaviorist can help with.

dogs do that when they get bored, and have nothing else to do,
so if you give the dog enough toys or bones, you will see that it don't happen so much again, because his mind is with something more interesting then his tail

because it moves. my friends pit bull chases its tail and then starts to pull the fur out. then he stops and cries, then he starts all over again.

it entertains them and it waves and they like to play with it so they like to play with it and for some dogs it iratates them so they bite it .
