Several times I heard the phrase "powerletikly drunk" or sth like that? What means?

I am not from English speaking country, but I heard it from one concert and once from English tourist. I am very interested to understand what does it means.

It is 'paralytically drunk'. It means they are so drunk they are paralysed (not able to move thier arms and legs, like a handicapped person).

It means very heavily drunk....

And it is a word used by sourthern americans (Rednacks and Hillbillies like me...)
