It is apparently something made up by Ras Kass in his rap poem(?) Nature of the Threat. He says that Constantine saw it in a dream, and Kass translates it as "In this sign we conquer," but this is not correct, as Constantine saw the saying "In hoc signo vinces," which is correctly translated as "In this sign we shall conquer." It appears that Kass was playing games with his listeners, and many of them did not pick up on the joke.
It has also been picked up and cited by gamers, after saying "Hail to Empire Arcadia and its Legion of Gamers."
