You are "turning him on" so to speak. Too much physical attention to a male cat (especially an intact male cat) will cause him to display mating behavior.
A male cat mounts his mate by grabbing her neck and holding her down.
When he starts this behavior you just need to put him on the floor and leave him alone.
The best thing to do if you have not already done so is to have him neutered unless he is a show cat that you are planning to breed.

A cat will do that especially if your stroking it. It wants you to stop. If a cat wants you rub it, when you stop, it will usually put his head in your hand to continue. Some cats likes a lot of rubbing and stroking, some do not. Cats will learn what no means, when you get him loose from you, tell him no in a firm little louder voice, like dogs they go by voice pit, high or low. Low means good, Higher firm tone, means no or stop. Takes time, do not expect this to happen over night.

Mine will also do this at any given time, including if I wake up in the middle of the night, and he will literally attack me. The answer: Keep a spray bottle filled with plain tap water nearby at all times. When he bites you, blast him right in the face with it and tell him "NO!". Anymore, all I have to do is present this spray bottle in front of him and he changes his mind real fast. Hope this will help. Good luck and Happy New Year!

OKAY DON'T WORRIE IF HE IS A KITTEN OR JUST AN ADULT THAT IS NORMAL IT'S JUST THERE PERSONALTY BUT IF THEYE ARE STARTING TO LEAVE SCRATCHES AND BITTING AND STUFF SIMPLY TAKE YOUR HAND AWAY FROM THEM AND THIS IS'NT MEAN BUT POINT AT THEM SO THEY'LL KNOW IT'S WHAT THEY DID WRONG AND TELL THEM NO! my cat does the same thing... this is how he plays with siblings, and you are that sisling.. I have been using a spray bottle on mine and it takes a few squirts, but it seems to be working, just be persistant.
