Cetaphil makes a great cleanser and a wonderful moisturizer that is hypoallergenic, fragrance free, gentle and effective. You can buy it over the counter, too. It's a little more expensive, but it lasts a long time, so it's worth it.

Hi, I'm going to school to get my aesthetics license and I also suffer with sensitive skin, so I hope I can help you. I personally like the Burt's Bees line. It's all natural and contains healthy botanicals and vitamins. Another good one is the H20 line, there products are water based with no harsh ingredients or persertatives. Or you could try Aveda and Garden Bontanika. Both lines are made from healthy ingredients containing natural botanicals and vitamins and they are both cruelty free. Be careful with alot of the "inexpensive" items, you might find in a drugstore or Wal-Mart. They may say "sensitive" on the label but after doing tons of research for school, I have found out that alot of products contain a chemical that's found in anti-freeze. Scary, huh?
Good Luck to you!

CLINIQUE. After my face broke out into eczema from using Bare Minerals (because there is iron oxide in it) it was the only thing that made my skin calm down and it is AMAZING. It's a really simply 3 step skincare system that works.

Cetaphil is the best. My dermatologist recommended this to me and I have been using it now for 3 years. I love it because it is gentle and does not clog pores-

aveeno ! they work really welll.. i have super sensitive skin too. theres this one in a green bottle for extra sensitive skin, then buy the the moisturizer for extra sensitive skin too. they work really well together ! and its affordable. for both those items the total will probably end up about 20-22 dollars.

Cetaphil is probably your best bet, albeit a little pricy. And yes, propylene glycol is NASTY, so are any of the laureth sulfates (sodium is a big one).
Good luck!
