Guten Tag is a greeting in Germany. You can use it all day long, no matter when. If you want to be more specific you greet people in the morning with: Guten Morgen/good morning or in the evening with: Guten Abend/good evening.
Using this greeting shows you have good manners. You use it to other people when you get in a store, on the elevator, enter a room or join any kind of crowd. It shows you aknowlege people being there already. If you translate it, it just means: good day.
It's always better to say it one time to much than less.

you use it when talking to old people (or people you don't know very well), when you talk to people you know, you use 'tag or tach-chen (this is very informal and expacially used by people under 40!!) and if you talk to friends you always say hi (except you're 80...then you say "Guten Tag")
