Be careful to not give choking foods:
Hot dogs (unless cut into bits, such as quarters lengthwise before being sliced)
Whole grapes, whole cherry tomatoes
Hard candies, including jelly beans
Nuts
Popcorn
Raw carrots, celery, green beans, or any hard vegetable
Seeds (such as pumpkin seeds or sunflower seeds)
Large chunks of any food such as meat or potatoes
Large chunks of peanut butter — always use the creamy kind, and spread it thinly onto a cracker or toast. Never give a heaping spoonful of peanut butter to a toddler.

I'd go for yogurt, applesauce, raisins. You could get cheese and cut it using mini-cookie cutters - they'd love eating a little cheese dinosaur.

I had a polar express party for my sons' (ages 1 and 5) birthday party. We had it on a train and served cookies. I used Sanda Lee's recipe for cookie cutouts. The dough is so easy to roll. I used mini cut-outs so 3-4 cookies equaled one regular cookie. That way the kids got to eat more cookies. When you frost them, use meringue powder (Michaels or other craft store), powdered sugar, and a little water. The frosting will completely harden and you can just toss the cookies in a large ziploc. My kids loved putting the sprinkles on the cookies. I wouldn't do that at the party. It can be done days in advanced. I served chocolate and white milk (their choice) cold. They weren't ready for hot choc. at their young ages.

Peanut butter and jelly sandwiches cut up small, diced peaches or pears, and 100% juice. Don't get Juicy juice that stuff is not liked by a majority of young or old.

Graham crackers, animal crackers, bananas, apple slices, string cheese, ritz crackers, saltine crackers (do you see a cracker theme going on here? j/k) raw veggies, etc... These are all things that toddlers enjoy very much and are pretty healthy!

Currants always go down well, as do cut in half grapes, banana slices and satsumas. Most children like cheesy biscuits too.
