It truly is purely cultural, but since the culture is so deeply entrenched and entwined with religion, it's hard to differentiate between the two. But when you look at the hundreds of different ways to wear hijabs and how varying the degree of modest is even within the same country, its hard to draw a conclusion that it's anything but culture. After all, they're all the same religion, right?
Personally, even though I live in the US the hijab has become almost entirely culture for me. Since I still have a few personal quandries that I'm dealing with, the hijab identifies me not just as a Muslim but as an Arab, which is an identity that I am very proud of.

It's cultural, no where in the Qur'an does it say a woman must cover her head and hair. It says to dress modestly. There are those who say it's religious because hadith say to do it, but the Qur'an says in 3:7 that only the Qur'an is to be followed, that all other hadith are allegorical. God says in 6:114 that his book is complete and fully detailed. So in a sense hijab is "religious" but it is not commanded by God.

Wearing the hijab is a cultural activity that is OPTIONAL in Islam. Only the Prophet Muhammed (pbuh)'s wives were required to wear full hijab to protect themselves. However, a hadith was revealed that if a Believeing Woman would like to emulate one of His wives, then wearing the hijab is encouraged at her OWN desire with no penalty or hindrance fronm others..

both. hijab is not only the head covering but how you dress also. it varies with different cultures but islam does preach modesty. at the same time you cannot say that a women who does not cover her head is not a muslim. a lot of times that women is a better muslim than the one who does cover.
christians living in pakistan often wear a cloth to cover their heads which shows influence of culture. and there is no law in pakistan that forces you to wear hijab. many do not.

It is cultural, since it is not required by the Koran and it is not worn in most Muslim countries.
But now it is increasingly worn by young Muslim women in UK, who are ugly in face or body and wish to conceal it, using a religious pretext.(By the way, you are quite pretty, but your face mask is not covering as much as a full hijab in UK).

in islam you are told to wear a hijab, as it mentions in the qu'ran and hadith several times.
however, it has been part of arabian culture way before the sixth century.

It's more religious than cultural. Where I live in Michigan, half of them do and half of them don't, and they're all muslim - so it must be less of a cultural thing than a religious one.
