Here's an easy chili for cheese fries:
1 lb. Ground beef
Minced onion
Minced garlic
1 can of tomato soup (or can of tomato sauce)
1 can beans (optional, make sure to drain and rinse)
2 Tbl. Chili powder (or use a seasoning packet)
1/2 tsp red pepper or tobasco (optional for heat)
Bay leaf
salt
pinch of sugar
Brown ground beef, onions and garlic. Drain. Add soup or tomato sauce, beans, spices. Simmer for 30 minutes stirring often.

Brown 1 lb ground beef/turkey in a skillet or stew pot
Add one medium sized onion copped small - optional - but adds tons of flavor - sautee until transparent
Add 2-3 cloves of minced garlic and sautee for a few more minutes
You will want to add your seasonings to the meat prior to adding the liquid so the heat has a few minutes to release the oils in the spices first. Make sure you have the heat on med when you are adding the spices so they do not burn.
Seasoning - season to taste add more or less at your discretion
-2 Tsp salt
-2 Tsp black pepper
-Add 1 Tbsp smokey hungarian paprika
-Add 1 Tbsp Chili powder
-Add dash of cayanne pepper (more or less depending on how spicey you like your chili)
-Add 1 Tbsp cumin
Add 2 cans of kidney beans w/o the liquid or 2 cans of red beans, or a mixture, or beans of your choice. Add more tomato juice depending on the thickness you want
1 can tomato paste (1/4 cup)- this really "beefs" up the flavor factor and slightly thickens the soup
Add two cans of diced tomatos, the kind with peppers and onions already in it with juice
From here I sometimes add more seasoning - like a little garlic powder, onion salt, oregano, dry mustard, red pepper flakes - really most things work.
I let this simmer about 15-25 minutes - depending on how stong I want the flavors, how thick I want the soup. I like to eat this with the big frito corn chips that you can scoop with
Since you are making chili fries, you might want to add an additional can of tomato paste for extra thickness or add a thickening agent especially made for chili's

Chili Con Carne -No Beans
Great on Hot Dogs and Fry's
Ingredients
3 lb ground beef
3 tb bacon fat
3 onions, chopped
4 garlic cloves, chopped
4 tb chili powder
1 tb cumin
1 tb flour
1 cn tomatoes, large
3 bay leaves
1 tb oregano
1 tb red wine vinegar
1 1/2 tb brown sugar
1 pt black olives
Instructions
In bacon fat, lightly brown onion and garlic. Remove. To the fat add chili that has been mixed with 1T flour. Make sure that there is enough fat or add more so that it mixes well. Stir until smooth. Add meat, stir until all the chili mixture is absorbed. Brown. Stir in tomatoes and cook gently for 20 mins. Add bay leaves, oregano, vinegar, and brown sugar. Simmer for 2 hour

If you go to a store, they should have chili seasoning packets, usually in the spice aisle. They'll have all the instructions you need for making some on the back!
Also, you can buy chili-cheese sauce in jars, usually with the salsas or by the chips.

It's much easier to go to the store and buy the Hormel chili in a can. But if you want homemade and easy way to make it is to sautee your onions throw some ground beef in, brown it well then add tomato sauce and chili seasoning.

if you just want it for chili cheese fries the easiest thing to do is to buy a can of it.
but if you insist on making it yourself, brown some ground beef w/ chopped onion and garlic. add a can of tomatoes, some chili powder, chipotles, and cocoa powder. let it cook for a few hours.

6 ounces hot turkey Italian sausage
2 cups chopped onion
1 cup chopped green bell pepper
8 garlic cloves, minced
1 pound ground sirloin
1 jalapeño pepper, chopped

1 1/4 cups Merlot or other fruity red wine
2 (28-ounce) cans whole tomatoes, undrained and coarsely chopped
2 (15-ounce) cans kidney beans, drained
1/2 cup (2 ounces) shredded reduced-fat sharp cheddar cheese
Heat a large Dutch oven over medium-high heat. Remove casings from sausage. Add sausage, onion, and the next 4 ingredients (onion through jalapeño) to pan; cook 8 minutes or until sausage and beef are browned, stirring to crumble.
Add chili powder and the next 7 ingredients (chili powder through bay leaves), and cook for 1 minute, stirring constantly. Stir in wine, tomatoes, and kidney beans; bring to a boil. Cover, reduce heat, and simmer 1 hour, stirring occasionally.
Uncover and cook for 30 minutes, stirring occasionally. Discard the bay leaves. Sprinkle each serving with cheddar cheese.
Note: Like most chilis, this version tastes even better the next day.

Emeril's Beef Chili Cheese Fries
2 tablespoons vegetable oil
2 cups chopped yellow onions
salt
cayenne
2 lbs ground beef
1 tablespoon chili powder
2 teaspoons ground cumin
crushed red pepper flakes
2 teaspoons dried oregano leaves
2 tablespoons chopped garlic
3 cups canned diced tomatoes
2 tablespoons tomato paste
3 cups beef broth
3-4 tablespoons masa harina flour
1 (1/2 lb) bag frozen french fries or waffle-shaped French fries
1/2 lb grated cheddar cheese
1/2 lb grated monterey jack cheese
1 cup sour cream
1/2 cup sliced pickled jalapeno peppers
Season onions with salt and cayenne and saute, stirring, until they begin to wilt, about 2 minutes.
Add the beef, chili powder, cumin, red pepper, and oregano, season with salt and cayenne, and cook until meat is done (no pink).
Add garlic, tomatoes, tomato paste and 2-1/2 cups beef stock, bring to boil and reduce heat to medium-low.
Simmer uncovered about 1 hour, stirring occasionally and skimming fat that rises to the surface.
Combine masa harina flour with remaining 1/2 cup stock.
Slowly add to the pot, stirring to blend, which will thicken the mixture.
Cook for 30 minutes and correct seasoning.
From here, Emeril deep fries his own shoestring French fries, but I use frozen French fries or waffle fries to save time (and mess!).
Prepare frozen potatoes as package directs.
Lower oven heat to 400 degrees F, place fries in bottom of a large glass rectangular baking dish.
Sprinkle cheeses over the fries and bake for 3 to 4 minutes.
Remove pan from oven and spoon hot chili over the top of the fries.
Garnish with sour cream and jalapeños and serve immediately.
