The person in charge of the Army is the President of the United States. He is a civilian therefore has no rank.

The senior Army Advisor to the President is the Senior Army officer on the Joint Chiefs of Staff and is usually a General (4 Star) Note however, that is a STAFF job, not a LINE job, so he is not in actual COMMAND of the Army. His job is to ensure equipment is gotten, troops are trained and gives advice to the Sec of Defense and the President.

The highest ranking COMMANDERS are those guys in charge of the various units which would actually fight a war. They are also four star generals. They come under the Sec of the Army.

There is no FIELD MARSHALL rank in the American Army, however Douglas MacArthur did hold that title after he retired from the US ARMY and was in charge of preparing the Philippine Army for war.

Five star generals are only around during war. I believe we had 8 of them in World War II.

Another interesting fact. MacArthur was promoted to the temporary rank of General (4 Star) so he could serve as Chief of Staff of the US Army in the 1930s. He was retired at his permanent rank of Major General. When he was called back to active duty, he came in at that rank. He then went on to become a 5 Star General of the Army. If you add it all up, he was promoted upwards to and within the General ranks SEVEN times, making him the most promoted officer in the US Army.

Washington, while senior to all the other generals and was Commander In Chief, only wore three stars....

Chief of Staff of the Army is a 4-star general, who is also higher ranking that all other 4-star generals. There is a 5-star called General of the Armies but only 2 people have held this position. George Washington and John Pershing. Although Washington wasn't promoted to it till 1976.

Usually general (four stars). The chain of command goes from the President to the Secretary of Defense to the Joint Chiefs of Staff, of whom the chairman rotates among the services, to Chief of Staff of the Army, and these days there are no 5-star generals-of-the-army and plenty of four stars, so there you are, though it's theoretically possible for a lieutenant general (three stars) to hold the position. And it is a job description, not a rank. George Washington decided three stars were all he needed. In the history of the US, there have been only a handful of 5-stars (a good trivia question).

Although the President is ultimately in charge, a four star general is usually refered to as the Chief of Staff and is in charge of the army. During times of declared war a five star general will hold this function.

For the UK, the highest ranking position within the military is GOA: General Of The Army, though this title varies based upon region.

The overall head though is the Queen, who holds even more authority than the GOA.
