What is measuring at the withers and that at shoudlers? In general, I mean which point is called shoudlers and withers in dogs?

Height is measured at the withers. Which is the highest point of the shoulders.

Shoulder/withers is the same. The correct term however is withers. Withers are the highest point of the shoulders, where the neck and body come together.
