Ohio bans machineguns except for the police, military, and those machineguns registered in accordance with the National Firearms Act of 1934 (NFA). This means it is legal to own machineguns in Ohio because all of the machineguns available for legal ownership by civilians are NFA registered.
An ATF form 4 is used to transfer ownership. This is a tax form and not a license or permit. A Dealer needs to be a class 3 SOT (Special Occupational Taxpayer) as well as an FFL to deal in machineguns. Class 1 SOT imports, class 2 SOT manufactures. Machineguns are actually correctly referred to as title 2 weapons, not class 3, even though a class 3 SOT deals in them.
Joseph K seems to be intelligent enough to surf the web, so he should have been able to read the ATF website and find this out for himself before shooting his mouth off and looking like a complete idiot. I just think he is a grade A jerk myself. Or maybe he is just a liar.
Edited to add; The ATF forms used to transfer a machinegun have to be signed by the local sheriff before they are sent in for approval. The sheriff assumes NO responsibility for the use of the weapon with this signature. No sheriff has ever been the victim of a lawsuit over his/her signature as long as the person on the form was legally allowed to own an NFA weapon. In fact, in Tennessee, the local sheriffs are required by state law to sign ATF forms upon demand as long as the person is allowed to own firearms in that state. Every machinegun in private hands today that is registered is in fact able to be bought, sold, or given away at the owners whim, as long as the person receiving it has an approved ATF form 4. Take a look at http://www.subguns.com web boards. Tell the people there that the sign-offs are never done and they will laugh at you like the fool you are. Some sheriff's never sign, others sign only for certain people, most will sign when asked. My sheriff in Mason county WA has signed every ATF form I have presented to him. I have been told the Kitsap county sheriff never signs. Take a look at the machinegun ads on subguns too, lots of them for sale there. Someone is buying them.

Technically, anyone who can own regular guns, can do the proper paperwork with BATF and obtain an automatic weapon, but in reality, it just doesn't happen, because you have to get the chief law enforcement officer in your area to countersign, in essence, vouching for you and taking responsibility for you having this gun. I very seriously doubt that any police chiefs or sheriffs will be willing to do this for the everyday average Joe.

yes they are legal i have one and it is not hard at all to get you will have to wait sometime to get it but i live in Kentucky but it should be the same there
