You have it backwards. First one must get a visa to work in the United States. With visa in hand he/she goes to a Social Security Administration Office to apply for a Social Security card.

One way is getting your Social Security number through a sponsored work VISA (not the credit card kind of visa). Then, you can get your employer to sponsor a Green Card for you after the VISA is approved. This would make the order: VISA, SSN, Green Card.

There is also a Green Card Lottery that you can enter, depending on what country you're from. Some countries are not allowed to participate because there are already many of them in the country (eg: Canadians) or are from countries on US Government watch lists.

the social security cards that are issued before green cards clearly state NOT AUTHORIZED FOR WORK unless its a fake one.
