Yes food poisoning comes from outdated food. Look for dates on can and on meat. If meat is brown with no sign of blood don't buy it. When you go to a restaurant it don't hurt to ask how long has the food been sitting there. And if afraid to ask sit close to the bar and eat what comes out fresh, you still will get full.

There are a lot of ways to poison, so testing for poison would take a pretty big lab. If you knew the type of poison, you might have a better chance.
The sense of smell and sight can give you some indicators, but aren't foolproof.

Not really. If you're paranoid, cook your own food. If it looks, smells, and tastes OK, that's about as far as you can go without scientific equipment.
Obviously if you've gotten food poisoning at a place before, keep them suspect.
EDIT: Oh, if someone's trying to poison you just give up. There's enough odorless, tasteless poisons in existence that you're dead.
