I used to make clotted cream :
soft whipped heavy cream, approximately 1 cup
granulated sugar to taste
sour cream, approximately 1/2 cup
I wouldn't freeze any, it might break down in the freezer.

Yes absolutely!!
They sell clotted cream ice-cream so it should be just fine. Make sure it is in a very air tight container though and once thawed, don't re-freeze.

Marscarpone is a good substitute. Available in supermarkets all over the EU. Not the same, but would you want to live in the South-wet of England?

Yes you can. However it will change the consistency and cause it to break down and will change the taste. There are other alternatives. http://www.foodsubs.com/Dairyoth.html
this is a pretty informative site on different kinds of cream and how to substitute them.

I don't think you can, with out it separating. I've tried it with whole milk, and that separates.and goes off on thawing. You can successfully freeze semi skimmed milk, it does not separate on thawing. Sorry I can't be more help full.
Happy new year.
