From what I've seen, it's quite the opposite. God doesn't want you to have supernatural powers because then you might think you are getting closer to becomming his equal. That is after all why Lucifer was sent to hell.
So, the answer is definately not with god.
The development of superhuman abilities would lie within the development of the self.
I myself am still working on shapeshifting. A very hard task, but with limitless possibilities

Endeavouring to create a pure heart and mind in order to gain supernatural abilities is often used by cults as a way to draw people into it's belief system.
I don't believe there is anything to it whatsoever. Simple meditation that requires no belief system or hallucinations, can be used to generate inner peace in difficult times. However, I don't believe it can lead to superpowers, except perhaps superpowers of concentration.
