First of all, I think ISO 90001 (with 3 zeros) is a quite commonly made mistake. The umbrella quality standard is known as ISO9000, and from there you have ISO9001 (with 2 zeros) which covers design and development, and ISO9002 which covers manufacturing only.
ISO 9002 is easier to implement and achieve than ISO9001. that's why factories that do not have their own design and R&D just go for this one.
A factory that also does design and developement therefore goes for ISO9001 which includes all product design and manufacturing stages.
A "ISO9001 factory" is therefore a manufacturer that has received accreditation that they work to, and maintain to work to, the quailty systems and procedures set out therein.
