Because you have not shown her who the boss is. You are letting her be the pack leader. She is taking advantage of you and the situation.
Time to take charge. Be assertive and tell her who the boss is. Bite her back. Not with your mouth, with your hand.
Or flip her on her back and make her stay that way until she is submissive towards you.

Maybe because you LET her? Have you done any obedience training with your dog? She should not be biting! This is an offense punishable by death if she bites anyone else. It is very important that you break her of this nasty habit, the sooner the better.
Your vet should know a good pet behaviorist that could help you.
If you can't afford something like this, then do the following:

Whenever she starts to bite you, take her muzzle with your hand and close her mouth firmly, saying a sharp command, such as "NO!" or "STOP!" You don't have to scream it, just be firm and loud enough to sound like you really mean it. Be consistent with this.

Immediately after you do this, put her in her kennel or in the bathroom, somewhere away by herself for about five to ten minutes. This is going to be hard work for you because you have let her get away with this behavior for a very long time.

Keep in mind if you can't break her of this, you will probably have to have her put to sleep. Biters are vicious or will become vicious animals. Even though this is a small dog, society will not tolerate a dog going around biting indiscriminately.

Good luck to you.

pixie is 110% right the other thing you may want to look into is why is the dog doing this... you should always disipline regardless of the why but it could be something like she needs a toy to chew on.... for most dogs they get their agression out that way and for my jack russell thats just what he does... i tell him no over any bad thing he does, he gets mad, chews on his cong and glares at me then he's fine!!! Jacks need alott of rhomp time so making sure your dog has planty of play time is very importent and that could be what the dog is trying to tell you as well but under no curcumstances am i telling you to play wit him when he does this.. do as pixie stated and after "time out" is over give the dog a toy to chew on and play with. don't forget the posative reinforcement as well though and always reward the good behavior

I have a Jack Russell Terrier and so does my parents, and mine and there's still bite too. My parents have the mother of mine and mine's about 6 yrs old and still does it. I'm not sure if it's part of their temperment or not.. Mine and my parents are both hyper too, loves to jump on people and get their attention.

You may be invading her space. Try giving her room and let her come to you when she is ready.
