The other day I came in contact with this female who I know lives in my community. I was so wanting to talk to her but she had a friend with her so I left without saying a word. I am regreting it now and I was wondering what to do. I do know, however, she lives somewhere within 5 miles of me because I see her every 6 months or so. Should I get somebody who knows her to talk to her? I would appreciate any idea.

No, You should not get somebody who knows how to talk to her.
I am going to pass on an old samauri technique for getting her contact info, but first you have to promise not to focus on this one person only. From now on you have to talk to everybody you meet, at the grocery store, just in passing at school, work, ect. You have to say hello to everyone from now on. This will make you an interesting and charismatic person who will not be afraid to approach a girl you like.
On to the samuri technique, when ever you are have a conversation speaking with an attractive female you are going to get her contact info. You are going to ask her, "do you have email", 90 percent of the time they will and they will say "yes" You will then pull out pen and paper, and say "oh cool, here give me your email it was cool talking to you" Then this is the money shot, as they are writing it down, point and say "here put your number down too". Your object was not the email, it was the phone number, congratulations.
You will begin to see how easy this is, and eventually not need to use this little trick. Really it is extremely easy to get a girls number....then what you have to do is figure out how to keep them interested and prevent them from flaking when you call them and set up a date. This wil be done by developing an interesting and diverse life for yourself. Not brooding over one girl who you see every 6 six months.
