My ex was sent to jail last month for stabbing a man 3 times in the back while he and the other man were drunk. He got charged w/ criminal possesion of a weapon and felony assualt /criminal contempt class B. I guess the guy who got stabbed said he was trying to throw him down the stairs and thats why he stabbed him, so I guess he will get off. Less then every 6 months he gets arrested and sent to jail, its like clockwork. This is his 3-4 felony. He gets it lowered EVERY darn time. He has bipolar. He uses that as an excuse. When the hell are they going to send him to PRISON and keep him there? When he actually kills someone? And his arrests are always for violance

Sounds like your 'bipolar' ex-boyfriend has the potential to kill you ... get away and out of his life completely before you become one of his victims.

If he claims bipolar disorder and has something to back it up (doctor wise), the law enforcement agency and courts could be worried about human rights groups getting angry about them incarcerating a mentally challenged individual, and are therefore avoiding that by jailing him for short periods of time and releasing him.
I'm not sure how it works to send someone to a mental institution, but that may be the only place he can be locked up in if he truly is bipolar and acting on these impulses.

In Illinois we have the 3 strikes and you are out law. Someone goes to jail twice and the 3rd time they are gone for life without parole. Some people get different treatment than others who would do the same crime whether it is burglary or murder. I don't understand it. All I know is most of the time Money talks.(so do connections)

Ok... this is classic case of law enforcement/criminal justice ignore-ance.. IMMEDIATELY write this up in a letter, all the facts you have related here, his name. last known address, and mail it to the mayor, prosecuting attorney, and police chief, with copies to your state governor, state attorney general, The criminal news desk of your local newspaper. Tell them in the letter you are in fear for your life and nothing is being done. send all the letters certified return reciept, keep plenty of copies. Then stand back... stuff WILL happen.... no more jurisdictional rug to shove it under...

Do you have the option of moving away from this area? And do you have a restraining order in place for your and children, if any.
