That's the 'confirmation effect'. You see it everywhere because you're looking for it. You see hundreds of numbers every day, but don't think anything of it if it's not the one you're looking for. If you wrote down all the times and numbers and dates you see all day long, you'd realize that it's no more prevalent than anything else.
