are u asking if they can choose who they haunt or torment because ghost are here for unfinished business or if they are disturbed so if the house you live in someone died in and u remodeled the ghost would haunt you also if you go dig up someones grave the spirits will come up and haunt or torment anyone on that part where they were diggen up at so to answer your question no they do not get to choose!

They generally torment those in the mode of ignorance and thos who are protected by God they can try but they are generally unaffected unless they are weak in God. As far as show them self. Some people can see them and some can not. It is just like some people have the ability to sing or not. It is just a gift or maybe a curse. go to stephen-knapp. for universal truths.

there's no such thing as ghosts. there's demons and angels though. and demons can't torment anyone without getting permission first from God (Job).
