how can they arrest you for saying something and not doing it.
my friend was at work and ask someone if they wanted to buy some pain pills 5 of them for 10 dollars. but never did sell them and then 2 months later she got arrested for saying that to him...

It is known as "possession with""INTENT" to sell. In otherwords he made the offer to someone-which he should have never mentioned it in the first place and it got him into trouble. Ya gotta watch how you say things and who you say them around.

I think there will be a little more to that than you are saying, unless others also heard this conversation, then if so she could be charged with dealing,selling a controlled substance, or conspiracy to sell, In some cases conspiracy carries more time than actually committing the crime,

While I'm not 100% sure, I would suspect that you could be arrested for demonstrating intent to do something.

certain crimes, have an addition crime in the written statues, that make merely planning them illegal also.

Offering to sell drugs, offering to do or offering to want a prostitute, saying you want to kill the president, and many other such things are crimes just for planning to do it
