I can't beleive someone woud jsut say "train it"
I mean if you knew how to train it you probably wouldn't be asking this question!!!!
Anyways, get some treats for your dog, something your dog likes to eat. Break what ever it is into small little pieces.
What you are going to do is every time you dog something right you are going to give him a little nibble of the treat, the idea is to reward your dog, with the taste, not to feed your dog.
Everytime you give your dog a treat make sure you give him and anchoring phrase like "good dog", "smart puppy", ect.
From here you will begin teaching your dog simple commands like, "sit" "stay" "come". Your dog will beging to become very obidient.
Additionally you can teach your dog to live in a create, when you are not home. Dogs are den dwelling animals in nature many times they enjoy this practice. You want to try to aviod sending your dog to its crate for punishment. The dog will not want to go to the bathroom in its own cage, this is usually great at training them to "hold it" until appropriate times.
The other thing you can do to "potty train" your dog is to feed your dog at regular times and immediately take them outside to go potty, they begin to expect it and it gets them on a regular schedule.
Dogs are very simple animals, negative reinforcement has little to no effect unless you are able to catch them in the act, otherwise punishment will have no meaning to them except to lower their confidence.

Well, dogs are called man's (or woman's) best friend for a reason, because they are! You might talk to your mom about signing up for obedience classes or have her help you find dog training books at the library. Having a dog requires a lot of commitment and is sometimes frustrating. Explain and show your mom that you are willing to put the time and effort it takes into caring for the animal. Wouldn't it be nice if the solution to growing tired of living things were to get rid of them...but it doesn't work that way.

If it's a puppy, tell her that 99% of puppy owners feel a bit depressed when they're dog isn't potty trained. Only purchase a dog if you will love it and keep it for ever. Imagine this, a mother who finds her daughter unrully and at times a trouble maker would giver her up! That is dreadfull, and it's almost the same with animals. You may just be assuming she want's to get rid of him, but consider that really she's just upset he isn't trained.
If he really behaves terribly, crate him. It will calm him down. Maybe he needs more walks? Play time? Food? Bigger back yard? More dogs to play with? There are unlimited reasons why a dog could be upset, which could lead him to miss-behaving.

Tell your mom to not be irresponsible and that dogs are not disposable. Get the dog into obedience classes and TRAIN IT. Sorry but it sounds like your mom needs a serious reality check.

Offer to save up your allowance to pay for training classes. It will be good for both of you, and will show some responsibility.
It's not weird that your dog is your best friend. They're cool like that.

what breed is it?
Is it outside or inside?
How is it not behaving?
How is anyone going to help you if you don't give us details?
For most behavior problems....take Obedience Classes.

uh, train it. you must establish that you are in charge. supervise it when loose, crate it when youre unable to. Buy a dog training book
