My brother got stopped last night for DUI for driving 12 mph in a 30 mph zone. Is this common?

It is very common among the folk who drive while under the influence of alcohol or drugs. Their judgement is impaired to the point they think if they simply drive slow enough, they will be safe.

Of course, they are not. Just last week, our news caught a picture of a car driving about 15 mph down the street banging into trash cans and cars all the way down the block before he stopped his car up against another car, and stumbled a few feet then passed out drunk in the middle of the street. The next day, he was shocked at the films of himself. He was blacked out at the time, from drinking too much.

It's not common but it's not uncommon if that makes sense. People get pulled over for driving too slow quite often, more likely at night because it's seen as a symptom of driving under the influence.

I've seen it done many times, but as a matter of fact my partner drives slower when under the influence so he thinks he won't get stopped. Bummer for him - it doesn't work.
