It is probably doing what is called 'reverse sneezing' - his sides heave & he stretches his neck out when doing it, sometimes pulling his lips back towards its throat, making a strained look on his face? He probably got some dust or pollen up his nose. It is not really harmful, and many dogs do it. Just like humans sneeze!

My pom makes the same noise. My pom does it to get my attention. I describe it almost like a sneeze. I would not worry about it. My pom has been doing this since she was a pup. I have also heard from other pom owners that their poms do the same thing.
I think the snorting is just a unique pom thing. Instead of barking to get your attention, the poms just do a snorting/sneezing thing.

i think i get what you're saying. if it's kind of a hard almost violent snorting inward, he may litterally be doing what we do when we have a stuffy nose. also i had a hound once that we took to the vet and the vet said it was "reverse sneezing" its weird but not harmful.

mustang is right. it is called reverse sneezing.. most small breeds are prone to it as are jack russells. the cause or it however is normally a drop in metabolic insulin levels.. meaning the dog is either hungery or needs to eat but doesn't feel hungry. offer the dog some food and it will stop immediatly but the dog will be fine as long as its not diabetic.

Your dog is just getting over excited. My dog does the same thing. He is hyperventilating and you should try and calm the dog down before you resume playing with them.

It is a breathing meganism for your dog to cool off, when they get hot they just breath like that because they do not have sweat glands like we do to cool themselve's off.
