Ask her to pay you for the headstone you purchased, as you paid to have it at the cemetary in respect for the deceased, and she should pay you for removing it.

I would go to the District attorney's office. That is desecration of a grave to remove their headstone. If he was married at the time his sister has no say in what goes on his head. The survivors/next of kin usually go in order of spouse, children, grandchild, parents and then siblings. She would have had to be the last standing relative to even remotely get away with doing what she did.If he has any living children have them file charges against her and tell the cemetery that they are next in line for action because I go to my brother grave site a lot and anytime there are people around there are some sort of care takers wondering around watching so someone had to see what she did and they should have had her arrested right then.If the local D.A. won't help contact the Media they love a good human interest story and it will shame the cemetery and D.A. into doing something.I am sorry for what they have done they have no respect to the dead and are sorry people in general.

I'd be raising all kinds of hell. I would march myself into the police station and report that someone stole a headstone that my money paid for and they damn well better do something about it, my taxes pay their salary and I'm not paying them to ignore a theft that has taken place. Then I'd go back to the owner of the cemetary and tell him I never gave my permission to have that head stone removed and he best put it back or I will name him in a law suit for abetting a criminal that stole it off a grave.

Try filing a small claims case. Make sure you have paperwork regarding buying the headstone and try to get the cemetery owner to testify or sign that he saw the headstone at his cemetery. Then take pictures of the grave site showing that the headstone you bought is no longer there. If she puts the headstone she bought up on the grave site, take a picture of that and bring it as evidence.

It is nice that you want to remember him and did the headstone thing. You could report it as a theft to the police and they might do something but probably not. I say forget it and remember him the best way you can. He would not want his relatives fighting like this.

My answer to you would be small claims court. Some folks can't be reasoned with.
sorry for your loss, but rest assured, what comes around goes around
