Art! Get some creative friends and make some paintings (or graffiti, photos, etc.). It's cool, cheap, and unique.

Use blue and blue-grey tones for your walls and bedspead, etc.
Go for a brushed silver or nickel finish for lamp bases, accessories, etc. Nothing shiny or brassy. Crystal accessories would also give you a feeling of coolness, as it has an "icy" look.

To achieve a "cool" look, you don't necessary have to think dark colors. But do go with a muted, subdued palette, in the colors I've mentioned.

Cool greens also might be an option. Go for "dusty" tones, like moss or silvery sages. You might be able to accessorize with a deep green. Again, the brushed silver for lampbases, picture frames, etc. would be nice.

cooler as in stark? and cold? Use grey on the walls and off white on the ceiling. Do not use plants, they warm a room. Use dark grey on the floor and for a kitchen use the fake stainless steel look. This can be applied to other surfaces as well- for a cool look.

Paint light light sky blue it will take the heat right out of the room
then use light colors to accent.

Add photos or posters to the walls, change your bedspread to colors you like, pick out furniture you like. You can buy an area rug if you don't like your carpet or just to add more color. Your room should reflect your personality!
