DVD playback uses codedcs that contain patented algorithms and requires a royalty; so there are very few free programs that do it. Many / all media playback programs will do DVDs, but the free ones need to have the codec added, and these tend not to be free.
The good news is that the video LAN program VLC is free and plays DVDs. It's intended for cross-platform video streaming, so may be a mallet to crack a nut; and has an interface best suited to a (slightly) expert user. But it's great:
1) Free, open source.
2) Plays DVDs...
3) ...and loads of other formats.
4) Very powerful cross-platform functionality.

Other option is that most DVD drives come with the required codec on accompanying DVD/CD.

Windows Media Player ( windows xp) plays DVD's .... if yours doesnt , try looking on the www for mediaplayer "plugins"
If youre using media player version 9 you need a plugin called dvd.msi ( you will have to search for this )
You could upgrade your media player to version 10 , which natively supports playback of DVD with out the need to install plugins.
