No, plants don't use UV light to photosynthesize, and UV light is usually considered a stress. UV light may affect the way that the plants grows but not necessarily in a good way.

Not very much. Plants need most the wave lengths of light that makes red and blue. Invest in a "grow light" as they are made to produce more of those wave lengths than th others.
