You cant not only talk but you can also flirt, dont worry about his girl friend... This should help :)
Keep eye contact with him because it will show him you are interested in him. Keep his attention this way but try not to stare at him.

yeah as long as you know that you cant have him you dont want to toture yourself however he may have feelings for you so you never know but tread really carefully could be quite risky!!
