He's 9 weeks old, kicked the dry food all over the floor but he will come back and eat only the leftover food in the bowl, and afterwards he kicked some of it out of the bowl again. I scolded him each time but he never stop. When the bowl is empty he will cry for more dry food even though it's all over the floor, he expect me to put everything back to the bowl. Weird!

Although you don't think so..but it's actually quite cute! He's digging for his favorite morsels most likely. Maybe try different brands and flavors and stop changing at the one he doesn't dig thru. It's like you digging thru a bowl of trail mix looking for the M&M's except you know how not to spill! ;-)

Of course if this doesn't work...try a different bowl. Scolding him isn't going to stop what he's doing..it will just make eating time less enjoyable for him.

A nine week old kitten will have a hard time eating just dry food.. try Kiten Chow and add a little bit of water. You can slowly reduce the amount of water in the food and in a week or two he should be good with just dry food. Kittens teeth are still growing.. and falling out and growing some more at this stage.
If the kitten continue to throw food all over after you wet it a bit, then its become a toy in a dish.. take the food away for awhile then bring it back later.... In a different area (away from where you feed him) try putting little bells or some other small round toys in a bowl... be careful that the items aren't small enough to swallow. That way he will learn that food is served over there and playing is over here.

Keep the two containers separated from each other. Clean up the areas where they did their thing -- even if you don't smell it because they can. Confine the cat until the behavior stops and show it the box periodically praising them when they perform. The food is ok, right? I had cats reuse to eat and tried scratching next to the bowl. Turned out there were ants getting in it.

Put it down for him to eat. If he starts knocking it around and playing with it take it away for an hour. It won't take long for him to figure out that when he makes messes with his food it goes bye bye.

He doesn't want Dried food, he want moisture in, isn't that so like, obvious, to you? is he a Human cat?, just like any other Human kitten?
