Are they allowed to stay up until midnight? If so, you could play games until about 11:45, and then start getting ready to celebrate! You could get noise makers, and stuff like that, and maybe turn the television on to that ball drop thing, and when it goes down, shout and set off the noise makers, and maybe throw some confetti! (throw confetti only if you're on a wooden or tile floor, not carpet). Make sure they're ready for bed before midnight, it's no fun having to get really tired kids ready for bed.
If they're not allowed to stay up, play games with them, and do some art projects. I like the idea someone suggested earlier of making a colloge of the old year. You could also help them write down their resolutions, and write a list of important things, or things they did and liked this year.

Even at 6 and 10 they've seen New Year's Partys depicted on TV. Do it up just like that.. except kid-style. Noise makers and confetti... watch the ball drop in Times Square (if you're in the US)... go out front with pots and pans or fireworks...
Until 11:45, though, play games and do other activities they'll enjoy.. maybe make ice cream sundaes or popcorn balls... We used to play dominos with a family down the street EVERY New Years... it was a tradition I will never forget!

Let them have a new years bash too. Get some construction paper and art supplies, let them make noise makers, party hats and confetti. Make some snacks, cookies, chips, punch (sprite and Tahitian Treat fruit punch work well and fizzes good). If they can, let them stay up and do the countdown with the ball drop. If they don't think (or you don't think) they can make it until midnight, then countdown until 9-or 10 pm, the same as you would 12. They won't know the difference and they will feel like they have ahad a big party too!

You could get some hats, alot of noise makers, and funfetti to throw at midnight! Also, some sparkling apple juice and crackers and cheese are a traditional snack for my family. If there is a dollar store near you you could get the stuff really cheap. Have fun!

If the parent will allow it..you can take them bowling. My kids did that one year...they loved it. (if they can't bowl straight they have bumpers to prevent gutter balls etc)
