You will not be able to get the information. It is illegal for the DMV or any police agency to give you information associated with a license plate number. (Federal Privacy Act.)

If there was an accident or a crime committed, let the ins. co. or the police research and handle appropriately.

Contact your local DMV office. If you have a convincing explanation they MIGHT give you the information. Not all jurisdictions will do that for what should be pretty obvious privacy reasons. A few states will forward a letter to the owner on your behalf.
