Actually the electricity at 60Hz ferquency means that in 1 second the maximum rated voltage (say 220volts or 240 volts depending upon the country) oscillates or move up and down on the current Vs time graph, for 60 times hence it is dependent upon the generator not upon the country.
But actully the U.S., Canada, France, U.A.E. and many europian countries use the 60 Hz supply system just with out any reason.

Actually there are disadvantages to using 50Hz compared to 60Hz. The lower frequency requires more iron and therefore heavier transformers and AC motors. Some slight flicker is noticeable in lighting, as well as on TV sets. Hum in sound equipment is harder to filter out. Electric motors run slower as their speed is a function or the frequency. Much of the world standardized on 50HZ as generators can spin at a slower speed, are cheaper to build, and are easier to power. 25Hz was little used and abandoned due primarily to the irritating flicker in lighting. As a child, I once visited Toronto, Canada when they still used 25Hz. The flicker was extremely annoying, although the resident claimed that they didn't notice.
