as the emilsion will not take to the surface . is this true and if so how do i overcome this. Do i have to go over whole ceiling with a oil based paint first and then an emulsion

A double coat of a quality latex primer is the key. Then paint. Hint: have primer tinted wall color for easy re-paint.

I think the lead will react with the emulsion [Showing through]....I would suggest trying a small sample test using both !....What You Got to loose ?
I would Imagine the oil based paint to create a barrier between the lead base and the Emulsion , But Then again I'm not a Decorator.......................Good Luck
