the problem is its my boyfriend and he is for some reason blaming me for it and probably is dumping me for the 100th time this year. What do you prosecute them for? We've contacted the office but no boss is there.

1) how could he blame you for this?
2) why have you taken him back 100 times?
3) All businesses have bosses somewhere down the line, find them and report it
4) She needs to change all her passwords to her billing info if its online......or was it where he worked where the bills were? if so, then yes, they have access to all accounts at that store if he happens to work there

Call the main office of the cable company and ask to speak to their privacy officer. They should take this kind of thing seriously.
He might lose his job, but I doubt if you could prosecute unless he actually did something with the information, like tell people your mom didn't pay her bill, or gave out checking account or credit card information.

And, even though you didn't ask, this time you should dump him and don't take him back ever again.

He could be prosecuted for invasion of privacy rights, ID theft or whatever he does with the information.
The bigger question is why are you still with him after he's dumped you for a 100times in a year. I'd dump him and find someone else.
