What exactly does it mean to go to a college that has a residential campus?

To me this is simply that there is the opportunity to live on-campus (dorms are present). This is true of many of today's larger colleges & universities, but also true for things like correctional schools for troubled youths. In contrast, there are plenty of schools & campuses where it is a "commuter campus" - meaning you have to travel to get there and live elsewhere.
