But most banks are open on Saturday (although they conduct business as of Monday). How does that affect the 72 hour closure law, which goes back to the bank panic anyway?

January 2 is not a federal holiday. It is a federal day of mourning for President Ford. Besides, under federal banking laws, banks cannot be closed for 3 days straight.

Federal workers have the day off but not banking employees.

Banks cannot be close longer than 72 hours, so they will be open on tuesday.
