It means exactly what it says - that the user's mailbox has exceeded its allowed size. Another way to put it is that the user's mailbox is full.

The person to whom you've addressed the email is either not reading his/her email or has faulty settings in their software so that email is either not downloaded to the user's own computer or downloaded to the user's computer but not deleted from the storage at their service provider. Some service providers have very low storage limits which even a few big pictures can exceed.
The person to whom you've sent the email will have to clear out their mailbox at the service provider's and sort out their own software settings if necessary, then everything will be OK and you can send again.

It means that you have too much email or the total capacity of all email you received is above the limit of your mail box.

It means that they have not read and cleaned out their incoming Folder and it is full. Different e-mail providers allow different amounts of space. For instance I can have 2 Gig in my mail and I know another person whose limit is 750K.
