Yeah to the electric razor, It should give you less irritation too.
No to the hair removing cream it might irritate the sensitive areas. Yes if you are just doing the bikini line.

if youre new to doing that id stay away from it, use hair clippers to trim it down then a new multiblade razor to go the rest of the way, plenty of moisturizing cream after for days. get help if available

electric razor is probably the best but use some lotion afterwards to keep from getting chaffed
