pals conversion into ntsc?

Is their any programs that will convert PALS format media into the NTSC format?

Yes there is. Nero will do that depending on the device you are using to feed the PAL

I have the video from my camcorder put in to both formats because i live where PAL is used and send CDs to the USA.
